The bill seems to indicate that we cannot control our zoning as regards size and density This is the bill that talks about the ‘ 5 foot setbacks.
It appears that the bill would allow any homeowner to build a Dwelling accessory building. This Bill can also be found on line.
Both Mayor Pro Tem Gregorich and I will be meeting in Raleigh with both Sen Mcginnis and Rep Jackson. There are lots of questions we hope they can answer. We will be enumerating our concerns. I am hopeful we will have better insight after the meetings.

What is an ADU?
Accessory Dwelling Unit (ADU) rules and regulations apply to a independent dwelling unit that is located on the same lot as an existing principal (detached or attached) dwelling for single-unit living. ADUs should be independent of and smaller than the main dwelling.
