Due to a technical issue, the first portion of the meeting was not successfully recorded and could not be recovered. The available video begins after the interruption and includes the remainder of the meeting. Fortunately, multiple witnesses can confirm that the interruption and loss of the initial portion of the recording were not intentional. It was an unexpected technical issue, and once resolved, the rest of the meeting was captured without further problems.

Public Comments – Mick McCue
Mick McCue referenced N.C. General Statute 14-409.40, noting that while North Carolina generally preempts local regulation of firearms, municipalities and counties retain authority under certain statutes to prohibit the possession of firearms in specific public locations, including government-owned buildings, the grounds surrounding those buildings, associated parking areas, and public parks or recreation facilities.
He also noted that the law does not prohibit a person from keeping a firearm locked inside a motor vehicle parked in those locations, provided possession of the firearm is otherwise lawful.
